The stakes are elevated. Advancements in AI technology that generate highly realistic text, images, and videos have been identified as potential disinformation and political disruption tools. Sam Altman, CEO of OpenAI and IBM’s privacy chief, has recently urged US senators to implement stricter regulations on artificial intelligence.

The World Health Organization has also expressed concern, stating that premature adoption of artificial intelligence could result in medical errors, eroding trust in the technology and delaying its widespread adoption.

There is a spectrum of regulatory approaches to AI across the G-7. Prime Minister Rishi Sunak of the United Kingdom is attempting to strike a balance between the risks and benefits of artificial intelligence by inviting industry leaders such as Altman to the United Kingdom to help shape policy. On the other hand, the European Union is moving towards regulating AI tools by requiring companies to disclose when users interact with AI. In an endeavor to keep up with the rapid changes in technology, Japan’s approach tends to favor looser guidelines over stricter regulatory laws.

This disparity of regulatory perspectives makes it difficult to establish a unified international standard for artificial intelligence regulation. Even among G-7 nations, societal values vary, according to Hiroki Habuka, senior associate at the Wadhwani Center for Artificial Intelligence and Advanced Technologies.

According to Kyoko Yoshinaga, a senior fellow at the Institute for Technology Law & Policy at Georgetown University Law Center, the key is to involve as many countries as feasible, including low-income nations, in discussing AI regulation. This inclusive approach will likely be central to the Hiroshima Process in the future 9.
